This is normal and expected behavior for actions of this type.
Starting in January 2023 "Start/Stop" instance policies have added a feature to verify that the action was successful. This feature works by waiting for 40 minutes after the policy action was executed and then checking the observed state of the instance after two regular asset collection cycles. The customer may also choose to receive an email with the results.
We found several cases where we successfully called the cloud providers Start or Stop instance API however the action never took place. This feature is designed to let users know if failures occurred.
