As of January 2023, Microsoft have ceased providing a 5% discount for Reservations purchased within CSP subscriptions reference - https://learn.microsoft.com/en-us/partner-center/announcements/2023-january#2 

Reservations purchased from January 2023 will display PAYG cost across both the Partner and Customer tenants.
