The 'Reader Role' or 'Billing Reader role' cannot be inherited from Management group, instead they must be directly applied on the Resource level, so directly applied to each Reservation 'Order' level and each Subscription. 

The Reservations can inherit the permission, but the 'Reservation Order' cannot be inheriting it.
