Tags and Labels that appear in the drop-down are pulled via a process that is currently scheduled to be executed once every 24 hours.

Newly added infrastructure and it's associated metadata, including Google Project labels, will likely not show in perspective editor dropdowns until after the process runs.  It's recommended to wait the 24 hours before making any changes to ensure these new values appear.
